PPWR in 2026: Chemical Packaging Checks for Importers
An EU-bound chemical order now needs a packaging question as well as a chemical specification. Before accepting a sack or drum offer, ask what the package actually contains, who is responsible for the packaging placed on the market and which evidence accompanies it. A statement that packaging is recyclable is not a complete purchasing specification.
The current change and its scope
The European Commission’s 11 August 2026 announcement confirms phased PPWR application from 12 August 2026. It distinguishes later labelling and 2030 measures. Its PFAS announcement concerns food-contact packaging; this must not be turned into a blanket ban on industrial chemical drums or liners. Source: European Commission — 2026-08-11.
Separate containment from packaging-policy evidence
A chemical buyer has two distinct questions: will the package protect the actual material during handling, and what packaging evidence is needed for the destination and operator role? A sustainability description does not prove chemical compatibility or transport suitability. Conversely, a containment test does not answer every packaging-policy obligation. Put both questions into the request rather than accepting one document as a substitute for the other.
Compare the package that will actually be supplied
Record the bag or drum, liner, closures and pallet-related components separately. Ask whether the quoted packaging matches the sample and any submitted evidence. If the supplier proposes a different liner or container after qualification, review that change before dispatch. Reuse and recycling statements need a defined scope; do not assume the same answer applies to every component or every chemical grade.
| Buyer check | Question to resolve | Evidence to request |
|---|---|---|
| Package identity | Container, liner and closures in the actual offer | Packing description or drawing |
| Handling | Material and route-specific containment requirements | Agreed handling and transport assessment |
| Operator role | Who places the packaging on the relevant market | Named responsibilities and destination |
| Change control | What happens if the package is substituted | Written approval and updated evidence |
Connect the assessment to the actual enquiry
For a concrete salt shipment, use the Calcium Chloride product route as a starting point for the chemical-grade and packing enquiry. The product name does not establish that the offered package satisfies every PPWR duty. Confirm the actual format and the applicable documents. This is a cross-chemical purchasing check, not a replacement for grade-specific evaluation.
Prepare a specific RFQ
Send an RFQ with the chemical grade, package type/material, quantity and annual demand, handling constraints, destination, importer/operator role and required TDS/SDS/COA. Ask which packing evidence can be supplied and how substitutions will be controlled; do not request an undefined “PPWR certificate”.
Buyer questions
Does every PPWR obligation start in August 2026?
No. The framework applies in phases; check the provision relevant to the actual packaging and date.
Does the PFAS announcement prohibit all chemical drums?
No. The cited restriction concerns food-contact packaging. Establish the actual scope before applying it to an industrial package.
Does a recyclable bag prove chemical suitability?
No. Packaging-policy evidence and material-specific containment or transport requirements are different checks.
What should the packing RFQ include?
Specify the chemical grade, container and liner, route and destination, responsible operator, document requirements and approval process for substitutions.
